De internationale hulpgemeenschap is erin geslaagd overeenkomst te bereiken over een “wereldwijd partnerschap voor ontwikkeling”. Het slotdocument van de hulptop in Busan is geen meeslepende verklaring, maar iedereen lijkt opgelucht dat China de tekst mee ondertekende.
Het spande er nog tot woensdagnacht om of China wel of niet de slotverklaring van de conferentie in Busan zou ondertekenen. Westerse donoren en ook gastland Zuid-Korea deden er alles aan om China aan boord te houden. En dat is gelukt.
Maandag werd bekend dat China uit de onderhandelingen waren gestapt. Met diplomatieke kunsten van de Britten en Zuid-Korea, kwam China toch weer aan de onderhandelingstafel. Donderdagochtend werd bekend dat China de slotverklaring had getekend.
Deelnemende landen zijn ver gegaan om China tevreden te stellen. Terwijl ze het liefst willen dat China op de lange termijn zich ook zal commiteren aan de Parijs en Accra principes van lokaal eigenaarsschap, inschakeling in de nationale ontwikkelingsprogramma’s, transparantie en goed bestuur, staat nu in de slotverklaring dat opkomende landen zich vrijwillig engageren. Want ook al werd specifiek gemaakt dat de Verklaringen van Parijs en Accra niet voor China zouden gelden, toch kon de belangrijkste nieuwe speler op het veld van de internationale hulp onmogelijk zijn naam zetten onder een document waar al te verregaande engagementen in verband met respect voor mensenrechten, transparantie en ongebonden hulp zouden staan.
Maar donoren en partnerlanden hebben zich ook comfortabel achter China verscholen. Niet alle donorlanden willen hun hulp volledig transparant maken, en de Verenigde Staten komen er openlijk voor uit dat ze hun hulp niet compleet ongebonden willen maken. En ook zullen sommige partnerlanden er waarschijnlijk niet heel erg mee zitten dat er niet al te sterke taal over mensenrechten in het document is gekomen, een wens die vooral vanuit het maatschappelijk middenveld, de Verenigde Staten en de Nordic+ landen (Scandinavische landen, Nederland, Groot Britannië) kwam.
Uit de slotcerenomie, sprak een sfeer van optimisme en hoop. Met Land of hope and glory dramatisch aangezet, werd een sfeer gecreëerd die een historische doorbraak moest evoceren. Met hard tromgeroffel en traditionele Koreaanse dansers werd het wereldwijde partnerschap dan beklonken. In de speeches van de Ethiopische president Meles Zenawi van Ethiopië die ook voorzitter van de Afrikaanse Unie, de president van Korea, Emele Duituturaga van het Open Forum en Angel Gurria van de Organisatie voor Economische Samenwerking en Ontwikkeling, weerklonk het gevoel dat Busan echt iets heeft bereikt. ‘Busan is een belangrijk keerpunt en een reflectie van onze betrokkenheid. We zijn op weg naar een nieuw en inclusief partnerschap voor effectieve ontwikkelingssamenwerking.’
En ook bij de overige conferentiegangers overheerste de tevredenheid. Alhoewel door de conferentiegangers breed werd gedeeld dat het document niet al te specifiek is, is men toch tevreden met de uitkomst. ‘Natuurlijk hadden we het hier en daar wat scherper willen zien, maar anderen willen het weer scherper de andere kant op. We hebben goed onderhandeld.’ zegt Ton Lanskink, hoofd Directie Effectiviteit en Coherentie in Nederland.
De Verenigde Staten zijn ook blij: ‘Busan is een succes. We hebben een inclusief partnerschap kunnen bereiken.’, zegt de sherpa van de Verenigde Staten. Ook al heeft de VS concessies moeten doen op het gebied van mensenrechten, wat belangrijker is, is dat er consensus is bereikt. Een vertegenwoordiger van Plan International, noemde het een ‘historisch moment’.
Het gaat er echter om wat er nu zal gaan gebeuren. De Rwandese minister van Financiën, John Rwangombwa: ‘Natuurlijk zijn er specifieke punten waar ik niet helemaal blij mee ben, maar ik ben over het algemeen tevreden. Maar wat belangrijker is, is wat hierna gebeurt.’ De secretaris generaal van de ACP-landen (Afrika, Caraïben en Pacific), Dr. Mohamed Ibn Chambas, benadrukt ook de constructieve sfeer. ‘Er is een verlangen van beide kanten, zowel donor- als partnerlanden, om een stap verder te zetten in de discussie over hulpeffectiviteit.’ Maar ook hij vindt implementatie nu het belangrijkst. ‘Je moet niet van conferentie naar conferentie gaan en steeds weer dezelfde punten bespreken. Wat we straks moeten doen, is kijken hoe ver we zijn gekomen.’
